The Utah Insurance Department issued Bulletin 2023-1a reminding health, dental and vision insurers about the state’s Health Identification Card Standard, which requires the phrase “State Regulated” to be printed on all fully insured group and Individual member ID cards.

To comply with this mandate, effective July 1, 2023, we will begin issuing new member ID cards bearing the phrase “State Regulated” to members of the following groups:

• Renewing fully insured groups and Individual members upon their renewal effective date
• Fully insured groups implementing midyear benefits changes
• New fully insured groups
• Anyone requesting a one-off replacement member ID card

“State Regulated” will appear on the front of the member ID cards beneath the line under the copay amounts. The new member ID cards for any new and renewing groups with July 1, 2023, effective dates will be mailed to members before July 1.
